Garibaldi chaired a national forum on Historically Black Colleges and Universities at Morehouse College in Atlanta. Garibaldi is the Chairman of the Grand Committee on Historically Black Colleges and Universities and Postsecondary Education Access for Sigma Pi Phi Fraternity, the oldest African-American professional fraternity that was founded in 1904.

More than 130 fraternity members, spouses and invited guests attended the morning panels and afternoon luncheon speech, which was given by Congressman Bobby C. Scott (D-Va.), Chair of the Committee on Education and Labor in the U.S. House of Representatives.
